The claim of Ashton-under-Lyne (population 26,267 in 1821 and 33,597 in 1831) to separate representation was pressed in memorials and by John Wood when an additional Member was proposed for Stoke-on-Trent, 4 Aug., and conceded, 7 Sept. 1831.102 Stanley’s anti-government vote on Stoke caused unease, but his hostile vote and representations against the county division, 11 Aug., which he had warned ministers he would oppose, was widely approved.103 However, Heywood’s legitimate absence from the division on the reform bill’s third reading, 19 Sept. 1831, created a furore.104 The Commons had received petitions criticizing it and demanding the ballot from Chorley, 14 July, and the Manchester Political Union, 8 Aug., but the unions generally and public meetings in the towns rallied for it and the Lords received at least 18 petitions from unrepresented Lancashire towns urging its speedy passage, 30 Sept.-10 Oct.; Ulverston petitioned commending the bill, 19 Oct.105 The moderates, led by Thomas Potter and Shuttleworth, had failed to carry their resolutions at the Camp Field meeting convened to protest at the bill’s rejection by the Lords in October 1831 and, by mass attendance, the working class Huntites, who made martyrs of their imprisoned spokesmen Broadhurst, Curran and John Pym, dominated subsequent meetings.106 The revised reform bill, announced in December 1831, confirmed the enfranchisement of Ashton-under-Lyne, and made Blackburn, Bolton and Oldham two Member constituencies.
