Here I have first created a Task list (Open SharePoint Online site -> Click on Gear icon -> Add an App and then choose Task list). The users can still edit the data in a browser using Office Web Apps and display the chart using the Excel web parts. As Mike's suggestion, we can create Charts in SharePoint 2013 using JavaScript and REST, use REST api to get the data from List and display the data with charts using jQuery plugin.
